Decentralization and the Necessity to be Enforced in Kurdistan Region

Under the auspices of the President of Koya University Prof. Dr. Wali M. Hamad, the Department of Law, Faculty of Humanities and Social Sciences, has organized a workshop under the title of: Decentralisation and the Necissity to be Enforced in Kurdistan Region. The workshop started at 10:00 am which lasted for 3 hours and 30 minutes at the University’s Presidency’s Hall. Needless to mention that a number of nearly 120 participants inclusive of guests, students, academic staffs and other participants from both inside and outside of the University attended the workshop.
The workshop started with a welcome speech by the University’s President. Shortly after that, according to the planned schedule, there were two main panels for the speakers. The first panel was dedicated to the Legal Perspective on Decentralization. The panel was chaired by Dr Rebwar Hameed, Lecturer at the Department of Law, Koya University.
In this panel, three speakers from outside of the University were invited to the stage. They were: Dr. Rebwar Jabar Shekha, Deputy Dean of FHSS, and lecturer from Department of law, Koya University. Dr. Shekha’s topic was on the managing System between Centralization and Decentralization. He was followed by Dr Sakar Amir Hawezi, the Head of the Department of Law, FHSS, Koya University. Dr Hawezi talked about the legislative System for Administrative Decentralization in Kurdistan Region. Finally, Dr Shwan Omer Khudhur, the Dean of FHSS, talked about the KRG’s Problems between Centralization and Decentralization. After a number of comments and questions, the first Panel was concluded at 11:15 am.
A short break and refreshments for 15 minutes followed by the start of the second panel at 11:30am which was dedicated for the Obstacles in front of the Governmental Departments due to non-decentralization (Departments in Koya as Example). The panel was chaired by Dr Yadgar Kamal Ahmmad, Lecturer at the Department of Law, Koya University. In this panel, three speakers from outside the University were invited to the stage. The first one was Yusuf Hasan, the Governor of Koya, who talked about the Practical Problems as a result of the Absence of Decentralization in [his] Office in Koya. The second speaker was Dr Kamaran Abas Shekhani, the Director of Department of Health in Koya, talked about the Practical Problems as a result of the Absence of Decentralization in the Directorate of Health in Koya. The third speaker was Mr Mirhaj, the Chairman of Municipality of Koya, talked about the Practical Problems as a result of the Absence of Decentralization in Koya’s Municipality.
After a number of questions and comments from the audience, the second panel was concluded. Later on, certificates of appreciations were awarded to all the speakers of the two panels. The Workshop formally ended at 13:30.
Last but not least, the University provided 76 certificates of participation (CAD) to the participants.
